What are pension requirements and when will pension be paid after early-retirement-option application sent?

Staff may apply in writing with the support of the Head of PTj for early-retirement-options subject to fulfillment of service requirements of more than 10 years of service and 40 years of age.

The pension will be paid at the age of 55 for government appointments after 12 April 1991. For appointments before 12 April 1991, pensions will be paid at the age of 45 for women and 50 years for men.

Meanwhile, the reward will be paid on the date of retirement.

What are the requirements for an officer to apply for promotion?

Referring to the Guidelines on Acting Management and Promotion in the Public Service issued by the Public Service Department in Service Circular No. 7/2010, the general conditions to be fulfilled are as follows:

  1. Confirmed in service;
  2. Achieved an average performance of 80% for the latest 3 years;
  3. Certified by the Head of Department;
  4. Free from disciplinary punishment;
  5. Made a property declaration;
  6. Passed the integrity filter of the Anti-Corruption Commission (MACC);
  7. Free of being listed as problematic education-loan borrowers from educational lending institutions;
  8. Free of serious financial problem;
  9. Passed security filtering; And
  10. Other terms set by the Selection Committee and the University.

Performance & Career Advancement Unit

What is the minimum duration for staff assessment for the purpose of the Annual Performance Assessment Report (LPPT)?

The minimum supervision period for performance evaluation purposes is 3 months.

What is the minimum LPPT score for Excellent Service Award (APC) award?

Based on the Public Administration Development Circular No. 2 Year 2002 – Guidelines for Award of Outstanding Service Award for Public Service Personnel, the University has decided that the track evaluation score for eligible staff is 85% and above.

What is Low Performance Officer in the Exit Policy?

Low Performance Officer in the implementation of the Exit Policy means: annual performance evaluation for staff is less than 60%; And KPI achievements is below target.

Psychology & Counselling Unit

What is counselling?

Counselling is a process aimed at interaction involving a trained counsellor and a client using theories, modules, interventions as well as a psychological approach towards client positive development.

Will every issue/ problem I share in the counselling session will be recorded in the service book?

All discussions in the counselling session will not be recorded in the Service Record Book but will only be recorded in the Staff Counselling Record for counsellors and clients’ reference.

Who can seek for counselling services in the Personnel Wellbeing Division?

Counselling services in the Personnel Wellbeing Division are open to all UTeM staff whether voluntary or referred cases. The counselling services will try to provide helps on career, family, marriage, finance, and personal issues.

Speaker Allowance Payment

I was invited to give a talk in an Induction Course. Am I eligible to make a claim? Which rules should I refer to ensure that I am eligible to make a claim?

The Speaker Allowance payment can be referred to the Treasury Circular No. 2 Year 2007. Documents to be attached during the claims application are as follows:-

  1. Complete the speaker's claim form.
  2. Specify academic credentials for external speakers.
  3. Include a copy of the speaker's invitation letter.
  4. Endorse the attached document

Overtime Work

If I am instructed to work overtime, will I be eligible to make a claim. If I am eligible for the claim, which document what is required for me?

An officer is eligible to claim if the following officers are from the support group from grades 1-36. (Please to the Bursar's Circular No. 4/2001. The documents to be submitted are as follows:

  1. Overtime claim form
  2. Task statement
  3. Overtime allowance rate calculation
  4. Signature of Supervising Officer
  5. Approval of Head of Department for claims exceeding 1/3 salary
  6. The overtime instruction letter
  7. A copy of the time recorder form
  8. A copy of the car log book (For Driver)A copy of the task schedule (For Security Guard)

Aset/Inventory

How do I dispose of the Division’s damaged or obsolete parts' or assets?

Assets that have been identified as damaged or obsolete can be disposed of by filling in forms KEW-PA 17A and KEW-PA 16 which must be attached to the asset registration form. Completed forms must be sent to the Organisation Management Division (BPO), Registrar's Office to be signed by the Asset Officer of the Registrar's Office.

Talent Development Division (BPB)

Income Tax

I have been given an Income Tax form before pursuing my studies abroad. What is the purpose of the form?

According to Section 83 (4) of the Income Tax Act 1967, the employer must give the tax notice to the Director General within 1 month before the date of officer’s departure.

Maternity Leave

Can I apply for Maternity Leave during my study leave?

Based on the PSD regulations, there is no leave while an officer is on the study leave. Hence, you are not eligible for the maternity leave and application for extension of study during your study leave.

Scholarship And Allowance

Mode of Payment

Who pays for my scholarship and allowance?

The officer’s scholarship and allowance are paid by the sponsor either the Ministry of Higher Education (MOHE), UTeM or other sponsors (only one sponsor at one time)

  1. a) MOHE Sponsorship (domestic) = Scholarship + Subsistence Allowance
    UTeM = Family Allowance + Home Rental Assistance Allowance

    b) UTeM Sponsorship (domestic) = All above are sponsored by UTeM

  2. a) MOHE Sponsorship (overseas) = Scholarship +Subsistence Allowance
    UTeM = Family Allowance + Home Rental Assistance Allowance

    b) UTeM Sponsorship (domestic) = All above are sponsored by UTeM

  3. Other sponsors (RMIT/MARA/others) = Scholarship + Subsistence Allowance + Family Allowance + Home Rental Assistance Allowance. If any of the allowances are not covered by the sponsor, UTeM will cover the allowance.* However, the officer needs to confirm that the scholarship does not come with a contract between the officer and the non-UTeM sponsor.
How the payment is made?

If the sponsor is UTeM, the Study Leave Division will provide the proposed payment based on the scholarship rate set by the government to the Bursary quarterly (as shown in the table below). The actual amount of payment is determined by the Bursary based on the current foreign exchange rate.

Cost Of Living Assistance (COLA)

Question: Am I eligible to receive the living assistance allowance (COLA) during my study leave?

COLA is only available for staff who studies domestically only.

What is the rate of subsistence allowance that I’m eligible for?

The rate is based on the Service Circular No.6 of 2007 and its amendment. Please refer to the Salary and Service Management Unit, Human Resource Management Division, Registrar Office.

Family Allowance

Will I receive the Family Assistance Allowance if I pursue my study in Malaysia and my spouse is working?

Yes, provided that your spouse accompanies you and move to your place of study. It depends on the following conditions:

  1. The course duration is twelve (12) months or above; or
  2. The officer’s family stays together overseas continuously for no less than six (6) months.
Who pays for my family allowance?

Family allowance is paid by UTeM according to the regulation.

How is the family allowance paid?

The Study Leave Division will provide the proposed payment based on the scholarship rate set by the government to the Bursary quarterly (as shown in the table below). The actual amount of payment is determined by the Bursary based on the foreign exchange rate.

How do I apply for an increased family allowance upon getting a newborn?

An official application should be made by sending a letter or email to the Study Leave Division together with the Additional Dependent Form which can be accessed on the Registrar's Office (Human Resource Management Division) website. Your child’s birth certificate should also be attached with the application.

If I got married during the study leave, am I eligible to apply for the family allowance and when is the starting date of the family allowance sponsorship?

Yes, provided that the spouse stays together with the officer for more than half period of the study duration or by the approval of study leave and scholarship. The sponsorship starts from the date the spouse stays together with the officer.

If one of the family members suffers from a chronic and prolonged illness, am I allowed to bring them abroad and apply for the family allowance?

It is not allowed due to the increased of medical cost, disturbance in studies and other problems arise if the illness becomes more critical while staying abroad.

Health Insurance

Is the “National Health Service (NHS)" in the United Kingdom considered as health insurance that funded by the scholarship sponsor?
Yes. It is a health insurance that is compulsory for staff who are on study leave who continues his/her studies and is set by the country of study or the university where he/she is studying (excluding for contributed insurance via insurance companies that are not required by that country. Normally, country or university that requires the health insurance are the United Kingdom and the United States.

Does UTeM sponsor the childcare cost?

The Family Allowance is given to cover the costs involved in the family.

Financial Guarantees

Does the "Financial Guarantee Letter" guarantee that I will be approved for Study Leave and Scholarship?

The approval for Study Leave depends on the decision of SLAB/SLAI Scholarship Meeting, Ministry of Higher Education. If an officer is approved for study leave and scholarship other than UTeM (such as KPT scholarship, etc.), it is the responsibility of the officer to submit the "Financial Guarantee" by the scholarship sponsor to the University of Study.

What is a "LETTER OF FINANCIAL GUARANTEE"?

A “LETTER OF FINANCIAL GUARANTEE" is a document issued by UTeM to obtain an offer letter for study and registration purposes if approved under UTeM sponsorship. The document can also be used for visa application purposes. It provides the information such as verification of officer as UTeM staff, list of family members to accompany abroad, list of allowances to be paid by the sponsor and others.

Is the "Financial Guarantee" can be issued at any time?

The officer can apply the “Financial Guarantee” for maximum three (3) times only to obtain the offer letter. However, it depends on the discretion of the Study Leave Division.

How to apply the “Financial Guarantee” and how long does it take to get the letter?

Application must be done by sending an email to the Study Leave Division and containing the officer’s full name, identity card number, and name of university of study in question. The financial guarantee letter will be issued within three (3) working days.
